Headlamp doors will not close.No vacuum from headlight switch to relays.Line from relays to switch holds vacuum when switch is in on and off position?

There is an override at the bottom of the steering wheel, did you try that? Other than that, it may be the manual headlight lock brackets sticking. These can be adjusted by removing the front turn signal grilles. Hope this helps.
